Scoping

Powerpoint refresher on the proposed silicon smelter

Scoping Powerpoint and Scoping Workshop handout from the Gonzaga Legal Assistance and Responsible Growth * NE Washington Smelter update and Scoping process workshop of October 17, 2018.

Responsible Growth * NE Washington was able to obtain a copy of an EIS/Scoping Report document. It is very similar to what the EIS/Scoping Report PacWest silicon metal smelter final report may look like. The Shell Anacortes Environmental Impact Statement/Scoping Report was completed and published December 18, 2015. This is a large document, but it does give helpful hints on types of scoping questions that were asked by organizations, concerned citizens and the public in general. This particular project did not go through due to the lack of funding sources.

We are also adding a second EIS/Scoping Report final from MILLENNIUM Bulk Terminals-Longview | NEPA/SEPA Environmental Impact Statements. It, too, is a very large document. The Millennium Terminal permit was denied and is presently in the court system being contested.

Zoning

“Resolution Opposing the Rezoning of Public Land to R40 owned by PacWest Silicon, LLC” was presented to the Pend Oreille County Community Development Department. It was presented along with proposed amendments to the Pend Oreille County Comprehensive Plan by the two citizen groups Responsible Growth * NE Washington (RG * NEW) and Citizens Against Newport Silicon Smelter (CANNS).
